Poets' streets and short front gardens

Rift House has a secondary school with a sixth form and three primary schools, English Martyrs, Kingsley and Rift House. It was its own ward at the 2011 Census, and is now split between wards, mostly Manor House. Street names such as Cowper Grove, Dryden Road, Masefield Road, Macaulay Road and Gulliver Road give the estate its literary feel.

The Manor House ward had 3,670 households at the 2021 Census. Just over half (51%) lived in terraced houses, 34% in semis, 9% in flats and only 5% in detached houses. What is under the garden

The British Geological Survey maps Rift House on glacial till over Sherwood Sandstone. A front garden on till is usually firm once the topsoil is off, but water drains slowly. For a single space the dig is modest, but it still needs:

  • the topsoil removed to firm clay,
  • a membrane and at least 100mm of compacted crushed stone (more for tarmac or blocks),
  • a slight fall towards the garden or a gully, not towards the front door.

The Environment Agency's flood map shows no mapped flood zone within 300 metres of Masefield Road, so river and sea flooding is not a concern here. Surface water still needs to go somewhere, which is one reason permeable surfaces suit small frontages.

Permission, permits and the kerb

Planning. Rift House has no conservation area. A permeable front parking space, or one that drains to a border, is permitted development for a house. Impermeable paving over five square metres draining to the road needs planning permission. Flats do not have these rights.

Crossing permit. Under Hartlepool Borough Council's policy, you get quotes from accredited contractors and the chosen contractor applies for the vehicle crossing permit at £145, paid in advance. The council checks the site, including visibility, trees and street furniture, and normally issues the permit within about two working days. A standard crossing is 2.7 metres wide.
